On May 19, 2023, the Prime Minister of Vietnam issued Directive 13/CT-TTg on restoring order, discipline, and overcoming inadequacies in construction investment consultancy work and projects in the transport sector.
In order to restore order and discipline, overcome inadequacies in the construction and investment consultancy work of transportation industry projects, contribute to speeding up the progress, and improve the quality and efficiency of the works, the Prime Minister requested the Ministry of Construction implement the following contents:
- Assuming the prime responsibility for, and coordinating with the Ministry of Transport and relevant agencies in, promulgating or proposing competent authorities to promulgate regulations on strict management of costs, construction norms, and investment rates suitable to each area;
- Instructing and inspecting localities to announce prices of common building materials, with full price indexes, in accordance with actual conditions, and in accordance with law.
- Reviewing norms, costs of design consultancy, verification consulting, project management, etc., ensures correctness and sufficiency in order to mobilize and attract high-quality human resources in the specific conditions of the transport industry.
- Studying cost norms for design work by work items, independent of construction costs and total investment, avoids choosing design solutions with high investment costs, increasing the total investment without ensuring economic and technical feasibility.
- Strengthening the inspection, examination, and supervision of the granting of construction operation capacity certificates, practice certificates, construction operation permits (for foreign contractors)... of domestic and foreign consulting organizations and individuals under the state management of the Ministry of Construction.
Specifically, on the issue of construction supervision consultancy, transportation industry projects, the Prime Minister requested the Ministry of Transport have a mechanism to sanction and strictly handle contractors who violate contracts by failing to closely supervise, leading to unsatisfactory work quality.
Strictly control the recruitment of supervision consultants with bids/proposals; fully exercise the rights and responsibilities under the contract and the provisions of law, take full responsibility before the law and the investor for the assigned tasks.
In addition, the following are also carried out:
- Controlling the experimental work (ensuring the laboratory conforms to standards, the experimenter is qualified to perform the work, and the experimental results ensure accuracy, objectivity, and transparency);
- Regularly inspecting and urging contractors to comply with the signed contract terms.
- Strictly monitoring the quality and origin of supplies, materials, and equipment used for the project, ensuring that they meet the requirements of the project's design documents and technical instructions.
- Inspecting and reviewing a number of expressway projects with higher-than-normal road reinforcement, which increases the demand for embankment materials;
- Carefully considering flood drainage conditions, suitable for flow; studying the plan to build a viaduct, lower the road core, and replace the people's tunnel with a highway overpass right from the time of project formulation to have plans for using construction materials and the construction site.
