Recently, the Ministry of Public Security has issued Circular 50/2014/TT-BCA stipulating the issuance, renewal, and reissuance of licenses and certificates related to weapons, explosives, and combat gears in Vietnam.

Circular 50/2014/TT-BCA prescribes the dossier applying for a permit to carry weapons, combat gears into or out of the territory of Vietnam as stipulated in Article 3 of Circular 30/2012/TT-BCA. The dossier includes:
- A written request for permission to carry weapons, combat gears into or out of the territory of Vietnam by the competent authority;
- An introduction letter from the person coming to contact;
- The Prime Minister of the Government of Vietnam's approval document in case the organization or individual carries more than the regulated quantity of weapons. (In the case of carrying weapons, combat gears into or out of the territory of Vietnam to protect the head, deputy head of the state, legislative agencies, or government)
- A copy of the decision or plan of the competent state agency permitting the carrying of weapons, combat gears into or out of the territory for training, sports competition, exhibition, display, trade fairs, product introduction. (In the case of carrying weapons, combat gears into or out of the territory of Vietnam for training, sports competition, exhibition, display, trade fairs, product introduction)
The above-mentioned dossier is made into 01 set and submitted to the Department of Administrative Management on Social Order under the Ministry of Public Security.
The time limit for granting the permit is no more than 03 working days from the date of receiving the complete and valid dossier.
Note:
- The person named in the introduction letter must present a valid ID card or Passport to the file-receiving officer.
- The written request for permission to carry weapons, combat gears into or out of the territory of Vietnam by the competent authority must clearly state the reason, duration of carrying in or out; full name, number, and issuance date of a valid ID card or Passport of the person carrying the weapons, combat gears; quantity, type, brand, serial number of the weapons, combat gears; number of bullets, accompanying accessories (if any), and transport means (in case of transporting in large quantities); the checkpoint for carrying weapons, combat gears into or out of the territory of Vietnam.
