the Government of Vietnam recently signed and issued Decree 01/2019/ND-CP on the Forest Protection Service and Specialized Force for Forest Protection of Forest Owners.

Forest rangers in special-use forests and protective forests are administrative organizations under the central forest ranger authority or provincial forest ranger authority depending on the managing agency. Specifically, the establishment of forest rangers in special-use forests and protective forests is based on the following criteria:

- Forest rangers in special-use forests are established in National Parks; nature reserves, species - habitat conservation areas with an area of 15,000 hectares or more;- Forest rangers in protective forests are established in upstream protection forests, windbreak protection forests, sand-flying protection forests, wave-breaking protection forests, and sea reclamation protection forests with an area of 20,000 hectares or more.

According to Decree 01, MARD decides on the establishment, reorganization, and dissolution of forest rangers in special-use forests and protective forests under central management; the provincial People's Committee decides on the establishment, reorganization, and dissolution of forest rangers in special-use forests and protective forests under local management.
