The 2011 Law on Complaints was promulgated on November 11, 2011. The Law consists of 8 Chapters and 70 Articles. There are certain prohibited acts stipulated in this document.
To be specific, according to the provisions of Article 6 of the Law on Complaints 2011, the following acts are prohibited:
Obstructing or causing difficulties for individuals exercising their right to complain; threatening, retaliating against, or persecuting complainants.
Neglecting responsibilities in addressing complaints; failing to address complaints; falsifying information, documents, and records related to complaint cases; deliberately resolving complaints in violation of the law.
Issuing a complaint resolution decision not in the form of a decision.
Covering up for the person being complained against; unlawfully interfering in the complaint resolution process.
Intentionally submitting false complaints.
Inciting, instigating, coercing, enticing, bribing, or pulling others to gather in large numbers to file complaints, causing public order disturbances.
Exploiting the complaint process to propagate against the State, infringing on the interests of the State; distorting, defaming, threatening, or insulting the prestige and honor of agencies, organizations, responsible officials, or other on-duty personnel.
Violating regulations on public reception of citizens.
Violating other legal provisions on complaints and complaint resolution.
