Procedures for granting a certificate of registration of issuing secondary air waybill for Vietnamese enterprises

Decision 969/QD-BGTVT in 2023 announcing the amended and supplemented administrative procedures in the aviation field under the management functions of the Ministry of Transport.

In particular, there are instructions on procedures for granting a certificate of registration of issuing secondary air waybill for Vietnamese enterprises.

(1) Procedures for issuance of a certificate of registration for issuing a secondary air waybill to a Vietnamese enterprise:

- Submission of administrative documents:

Vietnamese enterprises registering to issue their secondary air waybill shall send 01 set of application documents for registration of the issuance of secondary air waybill to the Airport Authority in the form of direct mail, by post, in the electronic environment or in other forms, and must be responsible for the accuracy of the information in the records.

- Handling administrative procedures

Within 03 working days from the date of receiving the complete dossier as prescribed, the Airport Authority is responsible for considering and deciding to issue the Certificate of Registration for issuing secondary air waybills according to the form. In the event of a refusal to issue a secondary air waybill registration certificate, the reason must be clearly stated in writing.

In case the application file for issuance of a certificate of registration for issuing secondary air waybill is incomplete as prescribed, within 01 working day from the date of receipt of the dossier, the Airport Authority shall issue a written instruction to the applicant for the Certificate of registration for issuing secondary air waybill to complete the dossier, and the time limit for settlement shall be calculated from the date of receipt of the complete application as prescribed.

(2) How to carry out the procedures for issuing a certificate of registration for issuing a secondary air waybill to a Vietnamese enterprise:

- Submit application directly; or

- Via the postal system; or

- On the electronic environment; or

- Other suitable form.

(3) Composition, number of records

Profile composition:

+ A written request according to the prescribed form;

+ Secondary air waybill of forwarding enterprises.

- Number of documents: 01 set.

(4) Time limit for settlement: 03 working days from the date of receipt of complete dossiers as prescribed.

(5) Objects of administrative procedures: Vietnamese enterprises.

(6) Agencies carrying out administrative procedures:

- Authority competent to decide: Northern Airport Authority; Central Airport Authority; Southern Airport Authority.

- Authority or person authorized or decentralized to perform: none.

- The agency directly implementing administrative procedures: Northern Airport Authority, the Central Airport Authority, and the Southern Airport Authority.

- Coordinating agency: None.

(7) Results of administrative procedures: Certificate of registration for issuing secondary air waybill.

(8) Fees and charges: Fee: 2,400,000 VND/ Certificate of registration for issuing secondary air waybill.

(9) Application form, administrative declaration form: A written request for issuance of a certificate of registration for issuing a secondary air waybill (Applicable to Vietnamese enterprises registering to issue their secondary air waybill).
