This is one of the fundamental contents of Circular 22/2017/TT-BGDDT issued on September 06, 2017. The process and procedures for registering the opening of a university-level training program are stipulated as follows:
1. When there is a need to open a training discipline and self-assess the sufficient conditions for opening an undergraduate discipline, the training institution shall follow these steps:
- The head of the training institution directs the inspection and confirmation of the actual conditions for opening the training discipline according to the template in Annex II. The head of the training institution is responsible for the authenticity of the conditions for opening the training discipline that have been confirmed;- Evaluate the training program and the conditions to ensure the quality of training;- Submit the application for opening the training discipline to the competent authority for the decision to allow the opening of the training discipline.
2. The application for opening the training discipline includes:
- Official Dispatch requesting the opening of the training discipline by the training institution (summarizing the process of building the proposal for opening the training discipline, affirming the assurance of conditions for opening the training discipline as prescribed);- Resolution of the University Council (for branches and faculties under national universities and regional universities), School Council (for public higher education institutions), Board of Trustees (for non-public higher education institutions) regarding the opening of new disciplines;- Proposal for opening the training discipline prepared in accordance with the provisions in Annex III, including the main contents:- The necessity of opening the training discipline;- Capacity of the training institution (staff of faculty members, permanent scientific staff in the proposed discipline; facilities, equipment, library, textbooks; scientific research activities, and international cooperation);- Summary of the training program and training plan (including target audience and admission conditions, projected admissions in the first 3 years);- Minutes of the Scientific and Training Council of the training institution passed the proposal to open the training discipline;- Scientific profile of the permanent lecturers according to the form in Annex IV and the self-assessment sheet for the conditions to open the training discipline of the training institution according to the form in Annex V;- Evidence of social demand for the proposed new discipline, including survey results on the employment situation of graduates in the same field in the locality, region; opinions of employing agencies and enterprises, forecast of manpower demand in the field to serve socio-economic development;- Evidences on the development and evaluation of the training program, including:- Decision to establish the drafting committee for the training program;- Decision to establish the Training Program Evaluation Council and the conditions to ensure training quality (hereinafter referred to as the Evaluation Council);- Conclusions of the Evaluation Council;- Written explanation from the training institution regarding the adjustment and supplementation of the training program and conditions to ensure quality according to the conclusions of the Evaluation Council (if any).
3. The application for opening the training discipline is made in 02 sets and sent to the competent authority to decide on allowing the opening of the training discipline (directly or by post) and must be publicly announced on the website of the training institution at least 20 days before submitting the application.
