According to Decree 59/2016/ND-CP, the order and procedures for the initial issuance of identification cards for professional soldiers, defense workers, and public employees are as follows:

- Individuals fill out the application form;- The personnel management agency at the regimental level and equivalent takes photographs, fingerprints of each person, and cross-checks the data of professional soldiers, defense workers, and public employees; the processing time shall not exceed 10 working days from the date of completion of procedures;- The personnel management agency at the divisional level and equivalent carries out the procedures as prescribed for professional soldiers, defense workers, and public employees under its management; checks the issuance of identification cards within its units; compiles and reports to a higher authority; the processing time shall not exceed 10 working days from the date of completion of procedures;- The personnel management agency of units under the Ministry of Defense checks and completes procedures; reports to the head of the unit to sign the identification cards under its management; the processing time shall not exceed 15 working days from the date of completion of procedures.
