Procedures for Considering Incentives for Leasing Infrastructure, Socialization Projects (Illustrative Photo)

The dossier and procedures to be considered for incentives for leasing infrastructure, socialization projects are guided as follows:

- The dossier includes:

- A written request for leasing infrastructure, socialization projects; which includes a commitment to meet the criteria, scale, and standards of socialization projects according to the Decision of the Prime Minister of the Government of Vietnam as stipulated in Article 2 of Decree No. 69/2008/ND-CP (original copy);- Operating license issued by a competent state agency (certified copy);- Documents proving financial capability to prepay the rental amount for infrastructure, socialization projects (in cases where the facility implementing socialization projects prepays the rental amount).

- Procedures:

+ For leasing infrastructure, socialization projects managed by Ministries or Central agencies:

- The unit assigned to manage infrastructure, socialization projects for rent negotiates with the facility implementing socialization projects on the main contents of the Lease Agreement; reports to the respective Ministry or Central agency;- The respective Ministry or Central agency considers and decides on the leasing of infrastructure, socialization projects after obtaining a written consent from the Ministry of Finance.

+ For leasing infrastructure, socialization projects managed by the Provincial People’s Committee:

The unit assigned to manage infrastructure, socialization projects for rent negotiates with the facility implementing socialization projects on the main contents of the Lease Agreement; reports to the Department or sector in charge to obtain written consent from the financial agency at the same level before the Department or sector in charge submits it to the Provincial People’s Committee for consideration and decision on the leasing of infrastructure, socialization projects.
