Procedure for Conferring the Titles of People's Physician and Distinguished Physician at the Grassroots Level Council

Decree 41/2015/ND-CP stipulates that individuals proposing to award the title "People's Physician," "Outstanding Physician" may prepare the application themselves or authorize other individuals or organizations to prepare the application according to Clause 1, Article 18 of this Decree and send the application directly or by post to the grassroots level Council (through the Standing Committee of the Council).

In which, the Standing Committee of the grassroots level Council shall perform the following tasks:

- Propose to the competent authority to decide on the establishment of the grassroots level Council to consider awarding the titles "People's Physician," "Outstanding Physician" and the secretariat to assist the Council;- Appraise the validity of the documents in the application; receive and compile feedback and recommendations from individuals or organizations (if any) to report to the competent authority for resolution;- Prepare a list of individuals proposed for award along with a summary of achievements of each individual;- Submit to the head of the unit the decision to organize a conference of officials and public employees to collect public opinions on the support and introduction of individuals proposed for award. The collection of opinions is valid only when at least two-thirds of the officials and public employees and workers with a medical or pharmaceutical degree from the intermediate level up in the unit participate in the meeting. The results of the opinion collection must be documented. Individuals proposed for award must receive 80% of the support from the total number of participants in the opinion collection to be considered at the grassroots level Council;- Compile and send the documents specified in Point c of this Clause to the members of the Council and organize Council meetings.

Simultaneously, the grassroots level Council shall perform the following tasks:

- The Council shall hold meetings and conduct secret ballots to select individuals who meet the standards for awarding the title "People's Physician," "Outstanding Physician." Individuals who receive 90% or more of the approval votes from the total number of Council members according to the establishment decision shall be included in the list submitted to the higher-level Council for consideration;- Publicly post the selection results list of the Council at the unit's office within 10 working days;- In case of feedback or proposals, the Council is responsible for considering and reporting to the competent authority for resolution in accordance with the law.
