Prime Minister of Vietnam directs implementation of the Resolution on addressing issues related to reorganization of state administrative structures

Below is the directive from the Prime Minister of the Government of Vietnam regarding the implementation of Resolution 190/2025/QH15 on addressing certain issues related to the reorganization of the state administrative apparatus.

On February 26, 2025, the Prime Minister of the Government of Vietnam issued Official Telegram 20/CD-TTg to implement Resolution 190/2025/QH15, which stipulates the handling of issues related to the arrangement of the state machinery organization.

To promptly, seriously, synchronously, and effectively implement Resolution 190/2025/QH15, the Prime Minister of the Government of Vietnam requests comrades of the ministers, heads of equivalent ministries, agencies of the Government of Vietnam, Presidents of the People’s Committees of provinces and central-affiliated cities, and suggests comrades Secretaries of Provincial Committees, City Committees, Chairpersons of People’s Councils of provinces and central-affiliated cities focus on leading, directing the implementation of some key tasks and solutions as follows:

(1) Urgently organize and thoroughly instill the contents of Resolution 190/2025/QH15 and issue, organize the implementation plan of Resolution 190/2025/QH15 at their respective ministries, agencies, or localities before March 3, 2025; send the plan to the Ministry of Home Affairs for monitoring and implementation urging.

(2) Immediately fulfill the responsibility to publicly announce the contents stipulated in Article 12 of Resolution 190/2025/QH15 when a decision from the agency, authorized person regulates the functions, tasks, rights, organizational structure, or rules related to publicly announced changes; direct, monitor, urge, guide public information disclosure promptly, facilitating agencies, organizations, individuals, and enterprises to access easily.

Thoroughly study related contents to the functions, tasks, rights of their respective agencies after rearranging the organizational machinery to execute receiving, answering, guiding, and responding to issues related to the functions, tasks, and rights of their agencies upon requests or petitions from individuals and organizations, ensuring the principles stipulated in Article 2 of Resolution 190/2025/QH15.

(3) Conduct review, accurately determine legal documents affected by the organizational machinery arrangement, proactively handle or suggest the agency, authorized person handle legal documents affected by organizational machinery arrangement, ensuring timelines as stipulated in Clauses 1 and 2, Article 11 of Resolution 190/2025/QH15; based on Clause 3, Article 10, and Article 11 of Resolution 190/2025/QH15, proactively handle within authority or specify contents, propose handling plans, handling agency, and roadmap for specific documents. Ministries, equivalent ministries, provincial People’s Committees send review results to the Review Steering Committee and organize the implementation of legal system bottleneck handling through the Ministry of Justice following the guidelines from the Ministry of Justice.

(4) Regularly grasp the practical situation, promptly identify arising issues when arranging the state machinery organization, consider, issue documents independently, or authorize document issuance to handle issues arising when arranging the state machinery organization within their scope of tasks and powers; if necessary, report, propose the Government of Vietnam, the Prime Minister of the Government of Vietnam consider, issue documents or authorize document issuance to resolve. When receiving reports, recommendations, and reflections on issues arising from the organizational machinery arrangement, agencies, and authorized persons must promptly research, resolve under authority, authorize resolution, or suggest the competent agency or person resolve.

(5) The Ministry of Justice is responsible for:

- Leading the advisory and presenting to the Prime Minister of the Government of Vietnam to issue the Implementation Plan for Resolution 190/2025/QH15 in February 2025;

- Urging, guiding, aggregating, and reporting to the Steering Committee and the Prime Minister of the Government of Vietnam the review results of legal documents affected by the organizational machinery arrangement before May 19, 2025.

(6) The Ministry of Public Security is responsible for monitoring, urging, directing, guiding the prompt, rapid registration of seal models, and retrieving seals as stipulated by the law, ensuring no disruption in agency activities, effectively serving state management in all areas.

(7) The Ministry of Foreign Affairs is responsible for:

- Promptly conducting external announcements to countries, international organizations, and related regions about organizing National Assembly XV agencies, organizational structures of the Government of Vietnam for the National Assembly XV tenure after the organizational machinery arrangement as stipulated in Clause 3, Article 12 of Resolution 190/2025/QH15;

- Monitoring, urging, guiding amendments to the nomenclature of agencies in international treaties, international agreements in effect, completed negotiations but not signed, or signed but not effective.

(8) The Government Inspectorate is responsible for monitoring, urging, guiding the implementation of inspection functions stipulated in Article 7 of Resolution 190/2025/QH15.

(9) The Ministry of Finance is responsible for monitoring, guiding the ministries, central authorities, and local authorities in handling assets, finances, and state budgets when arranging the organizational machinery, ensuring funding for implementing Resolution 190/2025/QH15.

(10) The Ministry of Home Affairs is responsible for:

- Actively monitoring, urging the general implementation of Resolution 190/2025/QH15 and this Official Telegram, reporting when necessary to the Prime Minister of the Government of Vietnam for consideration and decision;

- Based on reports from ministries, equivalent ministries on advising the Government of Vietnam to consider and resolve issues arising during the organizational machinery arrangement under the state management area of ministries, equivalent ministries, compiling and presenting to the Government of Vietnam for regular quarterly reports to the Standing Committee of the National Assembly and the National Assembly at the nearest session if issues arise;

- Based on reports from ministries, equivalent ministries, relevant agencies, and organizations about the implementation of Resolution 190/2025/QH15, compiling and building reports on implementation situation to present to the Government of Vietnam for consideration, reporting to the National Assembly at the second session of the XVI National Assembly (October 2026).

(11) Vietnam Television, Voice of Vietnam, Vietnam News Agency, media agencies, press organizations, Vietnam Chamber of Commerce and Industry, associations are responsible for effective and suitable communication when Resolution 190/2025/QH15 comes into effect and throughout its implementation, so that individuals, enterprises, agencies, and organizations are informed and execute related contents.

(12) Propose the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office closely coordinate with ministries and central authorities for effective, consistent, synchronized, and seamless implementation of regulations on detention, custody, prosecution, execution, auditing, and other rules of Resolution 190/2025/QH15.
