Practicing Thrift and Combating Wastefulness in Land Management and Use

To be specific:

According to the regulations stipulated in Article 46 Law on Practicing Thrift and Combating Wastefulness 2013, the principles of practicing thrift and combating wastefulness in land management and use are specified as follows:

- Compliance with the approved planning and plans for resource exploitation and protection by the competent authority;- Evaluation of impact, socio-economic efficiency, and the requirement for sustainable national development associated with environmental protection;- Utilization of scientific and technological advancements in resource exploitation and processing; ensuring rational, effective, and economical management, exploitation, and use for the right purposes. Permits for resource exploitation and processing should only be issued when the exploitation and processing meet the requirements of utilizing scientific and technological advancements.

- Ensuring the proper procedure and order as prescribed by the laws on land, water resources, minerals, forest protection and development, and other types of resources.

In addition, the law also stipulates that the management and use of land by agencies, organizations, households, and individuals must ensure:

- Compliance with the land use planning and plans;- Proper purpose use of land;- Economical, effective, environmentally friendly usage that does not damage the legitimate interests of related land users.

Agencies and organizations entrusted with land management and use are responsible for:

- Managing and using land in accordance with the Land Use Rights Certificate, the house ownership and other assets attached to land, land allocation decisions, land lease contracts, and other regulations of the land law;- Defining targets and criteria for thrift and combating wastefulness in land management and use, developing plans and measures to achieve these targets and criteria, and implementing such provisions in accordance with the Land Law and other relevant laws;- Organizing inspections and audits of land management and use; detecting and handling or submitting to competent authorities for handling acts of improper land use and acts causing land waste.

This content is prescribed in Article 47 Law on Practicing Thrift and Combating Wastefulness 2013.
