On January 5, 2025, the Prime Minister of Vietnam issued Decision 28/QD-TTg regarding the Plan for Implementing the Urban and Rural System Planning for the 2021-2030 period, vision to 2050.

The Prime Minister of Vietnam issued the Plan for Implementing the Urban and Rural System Planning for the 2021-2030 period, vision to 2050 with the plan content as follows:

(1) Public Investment Projects

- Investments in national important projects are carried out according to the list of important national projects approved in the National Master Plan for the 2021 - 2030 period, vision to 2050, and the Government of Vietnam's Action Program to implement Resolution 81/2023/QH15 on the National Master Plan for the 2021 - 2030 period, vision to 2050, and the Plan for Implementing the National Master Plan for the 2021 - 2030 period, vision to 2050 issued in Resolution 90/NQ-CP dated June 16, 2023, by the Government of Vietnam.

- Investment projects for regional, inter-regional technical infrastructure system developments, urban and rural upgrading, and development projects within each region using public investment funds are implemented according to the regional planning implementation plans approved by the Prime Minister of Vietnam.

- Provinces and centrally-run cities implement programs and projects identified in the provincial planning and the provincial planning execution plan approved by the Prime Minister of Vietnam. Continue implementing urban development projects, urban infrastructure development projects, urban development projects responding to climate change, smart city development, digital transformation, green transformation, low-emission urban development, housing welfare development programs, and rural development projects under the national target program for new rural development approved by competent authorities.

(2) Projects Using Sources Other Than Public Investment

Provinces and centrally-run cities base on the development orientation for the urban and rural system approved by the Prime Minister of Vietnam at national-level, regional, and provincial planning to organize attraction of funds other than public investment, thereby developing the urban and rural system according to the planning and plans ensuring effectiveness and conformity.

(3) Land Use Plan

Based on the National Land Use Planning and Plan and the local land use plan for the 2021 - 2030 period approved by competent authorities, the People's Committees of provinces and centrally-run cities are responsible for implementing programs and projects within the province in accordance with the land use criteria assigned by competent authorities, ensuring savings and effectiveness.

The land use plan serving urban and rural development for the 2021 - 2030 period is carried out according to the current regulations of the land law.

(4) Determining Resources and Use of Resources to Implement Planning

- Exploit all resources well, especially resources from urban areas and society. Create all conditions and encourage economic sectors, especially the private sector, to participate in urban development investment.

- Develop, submit to competent authorities, and organize implementation of the National Program on construction, renovation, urban upgrading, redevelopment, and urban development, development of urban infrastructure, and other key projects and programs related to urban development.

- Enhance the competitiveness of urban areas, apply scientific and technological advances for building smart urban systems, green growth urban areas, urban areas responding to climate change; improve urban and rural environments through technology management applications, renovation, and restoration of environmental air, water, soil quality in major cities, river basins, coastal areas; manage solid waste with a focus on managing domestic solid waste, plastic waste; strictly control large waste sources; enhance preventive measures for environmental incident risks; proactively monitor subjects and projects with potential environmental pollution and incident risks.

- Improve the quality of management and specialized human resources in construction, planning, urban, and rural development. Continue to deploy training programs to assure the quality of human resources. Develop training programs for improving management and urban development capabilities for leaders and experts of urban and suburban rural areas.
