In Resolution 57/NQ/TW of 2024, it is affirmed that the development of strategic technology is one of the solutions for developing science, technology, innovation, and national digital transformation.

According to the content in section 3, Part III of Resolution 57/NQ/TW in 2024, enhancing investment, perfecting infrastructure for science, technology, innovation, and national digital transformation includes the following contents:

- Issuance of the Strategic Technology and Industry Development Program; Strategic Industry Development Investment Fund (prioritizing sectors such as defense, aerospace, energy, environment, biotechnology, artificial intelligence, advanced materials, semiconductors, quantum technology, robots, and automation...); implementing policy experimentation mechanisms to promote research, development, application, and transfer of strategic technology. Allocate at least 15% of the state budget for scientific endeavors to serve strategic technology research; issue mechanisms and policies for public-private partnerships to research and develop strategic technology.

- Issue strategies for research and application of science and technology in exploiting and developing maritime space, underground space, and outer space. Focus on developing energy infrastructure, especially new energy, clean energy, and ensuring energy security for the development of science, technology, and strategic industries. Closely manage, exploit, and efficiently use the country's mineral resources, especially rare earths, to develop science, technology, and innovation.

- Develop a system of research centers, testing facilities, and national key laboratories, focusing on strategic technology. Implement mechanisms and policies to support and encourage organizations, individuals, and enterprises to invest in and build laboratories, research and development centers for science and technology.

- Strengthen the application and development of digital technology. Issue policies encouraging investment, purchasing, renting digital products and services; special policies to train, develop, and attract organizations, individuals, and enterprises in the field of digital transformation, development of digital technology products, cybersecurity industry. Build and share national and regional digital platforms, ensuring unified and interconnected operations of sectors and fields in the digital environment. Promote the digital economy ecosystem in various sectors.

- Establish public-private partnerships to develop modern digital infrastructure, with state resources being the mainstay. Develop telecommunications and Internet infrastructure to meet the requirements of backup, connectivity, safety, sustainability, satellite data transmission systems, high-speed broadband optical fiber network nationwide coverage, 5G, 6G mobile communication networks and future generations. Develop digital physical infrastructure, digital utility infrastructure; integrate sensors and digital technology applications into essential infrastructure. Develop the IoT industry, build several mobile IoT industrial clusters.

- Implement mechanisms and policies to support domestic enterprises in investing in and building data centers and cloud computing; attract foreign enterprises to set up data centers and cloud computing facilities in Vietnam. Formulate storage and computing infrastructure meeting international and green standards. Soon complete and effectively utilize the National Data Center; invest in building regional data centers. Build and effectively utilize national data, data of ministries, central authorities, and local authorities ensuring interoperability, integration, and sharing. Implement mechanisms and policies to ensure data as an important production resource. Establish data ownership, business, and value distribution generated from data. Develop data economy, data market, and data exchanges. Build large datasets with Vietnam's sovereignty. Form a big data industry in Vietnam. Strongly develop the application of artificial intelligence based on big data across important sectors and fields.

Development of strategic technology according to the Resolution on pilot certain mechanisms and policies to resolve obstacles in science, technology, innovation, and national digital transformation in Vietnam

According to Article 9 of the Draft Resolution on pilot certain mechanisms and policies to resolve obstacles in science, technology, innovation, and national digital transformation, strategic technology development is prescribed as follows:

(1) Strategic technology is high technology prioritized for development investment, playing a particularly important role, capable of creating breakthroughs in promoting economic growth, enhancing competitiveness, consolidating diplomatic position, protecting national interests, and security.

(2) The state has special policies, mechanisms, and incentives for activities in research, development, application, investment, testing, production, nurturing, technology transfer, intellectual property, attracting talent, and training strategic technology human resources.

(3) Strategic technology prioritized for investment and development is high technology prioritized for development investment and meets one of the following conditions:

- It is of significant importance for defense and security;

- It contributes to improving the competitiveness of the economy and foreign position;

- It directly contributes to enhancing technological independence.

(4) Strategic technology products encouraged for development are high technology products encouraged for development and meet one of the following conditions:

- Have a high localization rate in the value structure of the product;

- Support achieving strategic goals in socio-economic, defense, security, and diplomacy.

- Contribute to increasing revenue scale and market share of strategic industries.
