Recently, the Ministry of Agriculture and Rural Development issued Circular 19/2015/BNNPTNT stipulating the process of arranging and stabilizing the population to implement the resident arrangement program according to Decision 177/QD-TTG dated November 21, 2012 of the Prime Minister of Vietnam.

Article 7 of Circular 19/2015/TT-BNNPTNT stipulates that, based on the agreement on resettlement between the provinces and with the approval of the Ministry of Agriculture and Rural Development of Vietnam, the localities shall implement as follows:
For the Communal People's Committee of the departure location:
- Implement following the regulations at points a, b, c, d Clause 1, Article 5 of Circular 19/2015/TT-BNNPTNT;
- Based on the Migration Decision to the project area, the plan of the Provincial People's Committee of the departure location, and the Reception Decision of the Provincial People's Committee of the destination location, notify the list of households to be resettled.
For the Communal People's Committee of the destination location: Implement following the regulations at Clause 2, Article 5 of Circular 19/2015/TT-BNNPTNT.
For the District People's Committee of the departure location:
- Direct the departments under the District People's Committee in charge of resettlement:
- Receive the dossiers from the Communal People's Committee and issue an appointment slip for result pick-up right upon receiving the dossiers (for direct submission cases);
- Within 30 working days from the date of receipt of complete valid dossiers from the Communal People's Committee, assist the District People's Committee in organizing the appraisal of the dossiers.
- Submit to the Provincial People's Committee for consideration and issuance of the Migration Decision to the project area and the resettlement plan.
For the Provincial People's Committee of the departure location:
- Direct the specialized management agency of provincial resettlement:
- Receive the dossiers from the District People's Committee;
- Within 10 working days from the receipt of the document from the District People's Committee, consolidate and submit to the Provincial People's Committee for the issuance of the Migration Decision to the project area and the resettlement plan; at the same time, advise the Provincial People's Committee to issue a document (enclosed with the Migration Decision to the project area and the resettlement plan) requesting the Provincial People's Committee of the destination location to issue the Decision on resettlement to the project area, the plan.
- Coordinate with the Provincial People's Committee of the destination location to organize the handover and relocate the households to the project area, the plan.
For the Provincial People's Committee of the destination location:
- Direct the local authorities of the project area to inspect the reception area and make a record (Appendix IV issued with this Circular);
- Within 30 working days from the receipt of the document from the Provincial People's Committee of the departure location, and based on the annual resettlement plan of the province; organize the assessment of the reception area, review, and issue the Decision on resettlement to the project area, the plan;
- Coordinate with the Provincial People's Committee of the departure location to organize the reception of households into the project area, the plan (Appendix VI issued with Circular 19/2015/TT-BNNPTNT);
- Direct the relevant units to implement and disburse policies for households following current regulations (Appendix V issued with Circular 19/2015/TT-BNNPTNT);
- Direct to draw up the acceptance record (Appendix VII issued with Circular 19/2015/TT-BNNPTNT).
