Organizing Periodic Emulation Movements in Ministries, Departments, Sectors, and Localities

The Ministry of Home Affairs issued Circular 08/2017/TT-BNV on October 27, 2017, to specifically regulate the organization of periodic emulation movements within ministries, departments, sectors, and localities.

Circular 08 stipulates that before organizing emulation movements in ministries, central agencies, and localities lasting from 03 years or more, the specialized agency responsible for emulation and commendation of the ministry, agency, or locality must send the Emulation Movement Organization Plan to the Central Emulation and Commendation Board for monitoring, summarizing, and providing guidance for commendation.

The head of the ministry, agency, or locality, when summarizing and concluding periodic emulation movements within the scope of the ministry, agency, or locality, is authorized to conduct commendations.

When summarizing and concluding emulation movements lasting from 03 years or more, the ministry, agency, or locality shall select collectives and individuals with outstanding and exemplary achievements to submit to the Prime Minister of the Government of Vietnam for consideration and awarding of the Prime Minister's Certificate of Merit; for emulation movements lasting from 05 years or more, collectives and individuals having particularly excellent achievements shall be selected as per legal regulations.
