Organizational Structure of the People's Committee of the Ward in Hanoi City from January 01, 2021

According to Resolution 97/2019/QH14, the Ward People's Committee is a state administrative agency in the ward, performing tasks and exercising powers as prescribed in this Resolution and according to the decentralization and authorization of the People's Committee, Chairman of the People's Committee of Hanoi city, People's Committee, Chairman of the People's Committee of the district, district-level town.

According to Article 6 of Resolution 97/2019/QH14 stipulating the organizational structure of the Ward People's Committee in Hanoi city from January 01, 2021, as follows:

- The Ward People's Committee consists of the Chairman, Vice Chairman, and other officials of the ward. The first and second-class wards have no more than 02 Vice Chairmen; third-class wards have 01 Vice Chairman of the Ward People's Committee. The Chairman and Vice Chairman of the Ward People's Committee are officials holding leadership and management positions of the Ward People's Committee.- The Ward People's Committee operates under the head policy, ensuring the principle of democratic centralism.

Regarding the working policies of the Ward People's Committee, the Resolution stipulates as follows:

- The Chairman of the Ward People's Committee is the head of the Ward People's Committee, responsible to the People's Council, People's Committee, Chairman of the People's Committee of the district, district-level town, and before the law for the performance of tasks and powers of the Ward People's Committee; directly managing and using ward officials according to the regulations of the Government of Vietnam and the decentralization and authorization of the People's Committee, Chairman of the People's Committee of Hanoi, district, district-level town; signing documents of the Ward People's Committee.

- The Vice Chairman of the Ward People's Committee assists the Chairman of the Ward People's Committee in performing tasks as assigned by the Chairman of the People's Committee and is responsible to the Chairman of the Ward People's Committee for the assigned tasks. When the Chairman is absent, a Vice Chairman is authorized by the Chairman to act on behalf of the Chairman to manage and resolve the work of the Ward People's Committee.
