On February 25, 2025, the Government of Vietnam issued Decree 33/2025/ND-CP specifying the functions, tasks, powers, and organizational structure of the Ministry of Construction.
The Ministry of Construction is an agency of the Government of Vietnam, performing the state management function in the following areas: construction planning, architecture; investment in construction activities; urban development; technical infrastructure; housing; real estate market; building materials; land, railway, inland waterway, maritime, and civil aviation transportation nationwide; state management of public services in state management areas of the ministry according to legal regulations.
The organizational structure of the Ministry of Construction from March 1, 2025, includes:

Inspectorate.
Department of International Cooperation.
Department of Legal Affairs.
Department of Personnel and Organization.
Department of Planning - Finance.
Department of Planning - Architecture.
Department of Transportation and Traffic Safety.
Department of Science, Technology, Environment, and Building Materials.
Bureau of Economic Affairs - Investment Management in Construction.
Bureau of State Inspection of Construction Works Quality.
Bureau of Urban Development.
Bureau of Building Infrastructure.
Bureau of Housing and Real Estate Market Management.
Vietnam Road Directorate.
Bureau of Maritime and Inland Waterways of Vietnam.
Vietnam Civil Aviation Authority.
Vietnam Railway Administration.
Vietnam Registry Bureau.
Information Technology Center.
Construction Newspaper.
Construction Magazine.
Academy of Strategy and Personnel Training in Construction.
The organizations specified from clause 1 to clause 19 assist the Minister in performing the state management functions; the organizations specified from clause 20 to clause 23 are public service providers serving the ministry's state management functions.
The Department of Planning - Finance consists of 5 divisions.
The Bureau of Maritime and Inland Waterways of Vietnam, Vietnam Civil Aviation Authority, Vietnam Road Directorate hold seals with the National Emblem.
The Minister of Construction issues decisions defining the functions, tasks, powers, and organizational structure of units under the ministry; proposes to the Prime Minister the Government of Vietnam to issue decisions on the list of other public service providers under the ministry as prescribed.

This decree replaces the following decrees:
- Decree 52/2022/ND-CP dated August 8, 2022, of the Government of Vietnam on defining the functions, tasks, powers, and organizational structure of the Ministry of Construction;
- Decree 56/2022/ND-CP dated August 24, 2022, of the Government of Vietnam on defining the functions, tasks, powers, and organizational structure of the Ministry of Transport.
The Vietnam Road Directorate, Vietnam Expressway Administration, Vietnam Maritime Bureau, Vietnam Inland Waterway Administration, Vietnam Civil Aviation Authority continue to operate under current regulations until the Minister of Construction completes the arrangement and issues decisions defining the functions, tasks, powers, and organizational structure of these units as prescribed, to be completed by March 31, 2025.
The Department for Enterprise Management continues to maintain its function to implement legal procedures related to the restructuring of the Vietnam Shipbuilding Industry Group and shall cease operation by December 31, 2030.
