The Government of Vietnam promulgated Decree 35/2025/ND-CP on February 25, 2025, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Environment.
The Ministry of Agriculture and Environment is an agency of the Government of Vietnam, performing the function of state management in the fields of: agriculture; forestry; salt production; fisheries; irrigation; disaster prevention; rural development; land; water resources; mineral resources, geology; environment; meteorology and hydrology; climate change; surveying and mapping; integrated resource management and marine and island environmental protection; remote sensing; state management of public services in the sectors under the management scope of the ministry.
The organizational structure of the Ministry of Agriculture and Environment from March 1, 2025, is as follows:

In this Article, the units stipulated from item (1) to item (26) are administrative units assisting the Minister in performing the function of state management; the units stipulated from item (27) to item (30) are public service providers serving the function of state management of the ministry.
The Minister of Agriculture and Environment shall stipulate the functions, tasks, powers, and organizational structure of the units under the ministry; submit to the Prime Minister of the Government of Vietnam for the promulgation of decisions on the list of other public service providers under the ministry as prescribed.
The Department of Planning - Finance has 3 divisions; the Department of Personnel Organization has 3 divisions.

It is known that the Ministry of Agriculture and Environment was merged from two ministries, namely the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development. (Plan 141/KH-BCDTKNQ18 on December 6, 2024) |
- Guide and inspect the surveying, amendment, and establishment of cadastral maps, maps of current land use, land use planning maps, and specialized maps concerning land management and use;
- Guide and inspect land statistics and inventory work; organize periodic land statistics and inventory; conduct thematic or ad hoc land statistics and inventory according to legal provisions;
- Guide and inspect the investigation, evaluation, protection, rehabilitation, and restoration of land; organize land surveys and evaluations nationwide periodically and on a thematic basis, publish implementation results; organize land resource monitoring nationwide; organize the protection, rehabilitation, and restoration of land in regions with heavy inter-regional, inter-provincial land degradation and areas with severe pollution;
- Guide and inspect the planning, adjustment, and management of land use plans; organize, adjust, and publicize national land use plans; submit to the Prime Minister of the Government of Vietnam for national land use allocations after the National Assembly's decision; appraise land use plans for defense, security, and provincial land use;
- Guide and inspect land allocation, land lease, land recovery, land use right recognition, land requisition, changes in land use purposes, land use right auction, and bidding to select investors implementing land-use projects;
- Guide and inspect the investigation, development of land pricing, specific land prices, and implementation of legal provisions on land pricing;
- Guide and inspect compensation, support, and resettlement work when the State recovers and requisitions land; development, management, and exploitation of land fund work;
- Guide and inspect land registration, the establishment, and management of cadastral records; granting, amending, reclaiming, and canceling Certificates of Land Use Rights, ownership of assets attached to the land; issuance and management of templates for Certificates of Land Use Rights, ownership of assets attached to land;
- Guide and inspect the construction, management, operation, and exploitation of the National Land Information System. Organize the construction, management, operation, and exploitation of the National Land Information System at the central level; build and update land data under the central's authority; connect and share information from the national land database with the national public service portal, information systems, and databases of ministries, central authorities, and local authorities, and provide land information to organizations and individuals as prescribed by law;
- Guide the exercise of the state's rights and responsibilities; rights and obligations of land users; policies on the use of land types as prescribed by law. Build, manage, operate, and exploit a system for monitoring and evaluation concerning land management and use; organize monitoring and evaluation on land management and use of the provinces, cities under central authority, and land use for important national projects as prescribed.
