Recently, the Ministry of National Defense has issued Circular 16/2020/TT-BQP stipulating the application of disciplinary measures, order, procedures, statute of limitations, duration, and authority for disciplinary actions within the Ministry of National Defense.

According to Article 41 of Circular 16/2020/TT-BQP, regulations on the order and procedures for handling disciplinary actions in the Ministry of Defense are as follows:
- The violator must provide a self-review in writing, in the presence of the collective agency or unit, and self-assess the disciplinary action. If the violator is absent and does not provide a self-review, the agency or unit shall verify at the family or local residence of the violator and prepare a record of the violator's absence. This verification record, once announced before the agency or unit, holds the same value as the violator's self-review.- The collective agency or unit shall analyze, criticize, and give opinions on the violation and propose a disciplinary form. If the violator is absent, based on the verification record, the violation file, and the disciplinary behavior of the violator, the agency or unit shall organize a meeting to analyze, criticize, give opinions, and propose a disciplinary form.- The commander must check and verify directly or authorize a qualified subordinate to meet directly with the violator to hear their opinion. If the violator is absent, the commander shall rely on the verification record and the violation file to conclude the violation and disciplinary form for the violator.- Conclusion on the disciplinary violation.- Report to the competent Communist Party committee for review and approval (if any).- Issue a decision or propose to the competent authority to issue a decision on disciplinary action according to decentralized authority.- Organize the announcement of the disciplinary decision, report to the upper levels, and store the records in the unit.
