Operators of heavy-duty vehicles in Vietnam must have the following 05 documents when participating in road traffic (Illustrative image)

According to Article 7 Circular 216/2011/TT-BQP regarding Certificates and the use of Certificates for operators of heavy-duty vehicles in Vietnam:

- The Minister of National Defense of Vietnam issues a sample Certificate for additional training in road traffic law knowledge (Appendix II attached to this Circular).

- The Certificate has indefinite value and is valid nationwide.

- Operators of heavy-duty vehicles participating in road traffic must have the following types of documents:

- Certificate of registration for the specialized motorcycle;- Certificate of technical safety and environmental protection inspection;

- Diploma or Certificate of vocational training for operating heavy-duty vehicles issued by a vocational training institution;

- Certificate of supplementary legal knowledge on road traffic or Military Driver's License issued by the Vehicle - Machinery Department/General Department of Engineering.

Additionally, this Decree also regulates the issuance, exchange, and revocation of the Certificate as follows:

- New issuance of Certificate: Within 05 working days from the date of passing the required examination, the head of the road traffic law additional training facility shall issue the Certificate to the learner and report the list to the upper-level vehicle authority and the Vehicle - Machinery Department.

- Exchange and re-issuance of Certificate: A person whose Certificate is damaged or lost and whose name is in the stored records of the management and issuance agency will be re-issued according to the number of the previously issued Certificate. The application for exchange or re-issuance (01 set) includes:

- Application form for exchange or re-issuance of Certificate (Appendix III attached to this Circular);

- Copy of military ID card, defense employee ID, or the decision of enlistment, recruitment, promotion, salary raise, or the latest valid labor contract;

- 03 colored photos, 2x3cm in size, taken within the last 06 months, military ID card style.

The place for submitting the application for exchange or re-issuance: The place where the Certificate was first issued;

Time for exchange or re-issuance of Certificate: Within 10 working days from the date of receiving a complete and valid application, the head of the training facility shall exchange or re-issue the Certificate.

- Revocation of Certificate:

- The Certificate for additional training in road traffic law knowledge shall be revoked when the holder commits acts that violate the Road Traffic Law, engages in fraud, or falsifies documents as prescribed by law;

- Competent authorities under the Government of Vietnam’s Decree have the authority to strip the right to use the Certificate from military personnel and defense public employees who commit acts violating the Road Traffic Law;

- Heads of military vehicle inspection teams have the authority to temporarily hold the Certificate of military personnel and defense public employees. When temporarily holding, a record of the violation must be made and submitted along with the violation record and temporarily held Certificate to their direct upper vehicle authority.

More details can be found in Circular 216/2011/TT-BQP, which comes into effect in Vietnam from February 3, 2012.
