This is the crucial content stipulated in Circular 177/2011/TT-BQP regulating the subjects, conditions, principles, sequence, and procedures for participating in housing development projects, policy homestead land, and resolving housing policy within the Army, issued by the Minister of National Defense of Vietnam on September 19, 2011.
One officer shall benefit twice from the housing policy of the military in Vietnam (Internet image)
Article 5 of Circular 177/2011/TT-BQP stipulates the principles and authority for approval in Vietnam as follows:
- Transparency, fairness, correct target standards, and no officer or employee should benefit twice from the housing policy of the State and the Military.
- Approval for officers and employees participating in housing development projects is conducted by calculating the total score from highest to lowest. If both spouses work in the Military, the higher score will be considered, and additional points will be given.
- The scoring for the rank and position of national defense officials, public employees of national defense, defense workers (hereinafter referred to as officials and public employees, defense workers) is based on the current salary coefficient, to be equivalent to the salary coefficient rank of officers.
- If scores are equal, priority is given in the following order: people with meritorious services to the revolution; primary relatives of people with meritorious services to the revolution as stipulated in the Ordinance on Incentives for People with Meritorious Services to the Revolution; experienced combatants; combat service; military service duration.
- For housing and homestead land funds of Ministries, State agencies, localities, social housing, housing for low-income people, compliance is required with the regulations and guidance of Ministries, State agencies, localities, and provisions in this Circular.
Approval of participants in housing and homestead land development projects and resolution of housing policy for agencies and units shall be directly conducted by the Party Committee (Standing Committee), the coordinating body is the Policy Steering Committee, housing, and homestead land of the agency or unit.
Special cases shall be considered and decided by the Head of the Ministry of National Defense.
