Objectives to be Achieved in Militia and Self-Defense Force Training

Circular 02/2016/TT-BQP was issued by the Ministry of National Defense on January 08, 2016, stipulating specific objectives to be achieved in militia and self-defense force training.

Accordingly, Circular 02 stipulates that self-defense militia training needs to achieve the following goals:

- Firmly grasp the position, function, and duties of the self-defense militia; gradually master the fundamental issues on the guidelines, viewpoints, policies, and laws of the Communist Party and the State regarding national defense, security, foreign affairs, ethnicity, religion, and civil defense; clearly understand the conspiracies and tactics of "peaceful evolution" and subversive riots of hostile forces against the Vietnamese revolution in the new situation;- Gradually master the use of various equipped weapons and equipment; improvised weapons; firmly grasp the tactical principles of self-defense militia units according to their organizational structure associated with their areas of operation, creatively apply them in handling situations, being ready for combat and engaging in combat;- Possess the ability to independently fight, coordinate in combat, support combat, and handle situations, protect political security, order, social safety, and carry out other activities at local and grassroots levels. For mobile militia, be proficient in the use of equipped weapons and equipment, improvised weapons, ready to combat and protect assigned local objectives, cooperate with related forces to handle situations, and complete assigned tasks.

In addition, Circular 02 also lists certain requirements for training the self-defense militia, including:

- Training for the correct duration for each subject and training level;- The training program and content for each year for each subject are selected and supplemented to suit the situation, requirements, tasks, regions, localities, and grassroots levels;- Firmly grasp the training content; creatively and effectively apply it in performing assigned tasks.
