New Regulations on the Digitization of Incoming Documents from Paper Documents

The Ministry of Home Affairs recently issued Circular 01/2019/TT-BNV stipulating the process for exchanging, storing, and processing electronic documents in clerical work, and the basic functions of the Electronic Document Management System in the process of handling work of agencies and organizations.

According to Circular 01/2019/TT-BNV, the process of digitizing documents from paper format is carried out as follows:

- The digitization of documents attached to paper documents is based on the List of documents to be digitized and the management requirements, practical activities as regulated by the agency or organization;- Standards for document digitization:- Portable Document Format (.pdf), version 1.4 or higher;- Color images;- Minimum resolution: 200 dpi;- Digitization rate: 100%.- Form of digital signature of the agency or organization performing the digitization on the digitized document to handle work in the System:

- Position: Upper right corner of the first page of the document;- Image: Seal of the agency or organization digitizing the document, red color, size equal to the actual size of the seal, Portable Network Graphics (.png) format;- Information: Name of the agency or organization, date of signing.
