New Regulations on Registration of Blue Plate Vehicles and Vehicles with 80-Plate

The Minister of Public Security has just signed and issued a Circular amending and supplementing the regulations on the recall and return of vehicle registration and license plates of blue background vehicles, vehicles with an 80-white background before transferring, selling, gifting, etc.

The Minister of Public Security has just signed and promulgated Circular 64/2017/TT-BCA amending and supplementing several articles of Circular 15/2014/TT-BCA regulating vehicle registration. In particular, Circular 64 has amended and supplemented several regulations regarding the revocation and submission of registration and license plates for blue-plate vehicles and white-plate vehicles with 80-number series.

The Circular amends and supplements Clause 1, Article 3 as follows: "The Traffic Police Department registers and issues license plates for vehicles of the Ministry of Public Security and vehicles of diplomatic missions, representative offices of international organizations, and foreign individuals working in those agencies and organizations; automobiles purchased with state budget funds by agencies and organizations specified in Appendix 01 issued together with this Circular."

According to the list in Appendix 01 of the amended Circular, the agencies that will register vehicles at the Traffic Police Department include: Office and departments under the Central Committee of the Communist Party; Office of the President; Office of the National Assembly; Offices of Ministries, ministerial-level agencies, agencies under the Government of Vietnam; Offices of central bodies of socio-political organizations; Office of the Supreme People's Procuracy; Office of the Supreme People's Court; Office of the State Audit.

Notably, Circular 64 has amended and supplemented several regulations regarding the revocation and submission of registration and license plates to the vehicle registration authority for blue plates and white plates with 80-number series.

To be specific, amending and supplementing Clause 2, Article 6 as follows: "Vehicles registered with blue plates, white letters and numbers; vehicles with 80-number series white plates, black letters and numbers, now when there is a decision to transfer, sell, gift, or give, the vehicle owner must revoke and submit the registration and license plates to the vehicle registration authority before handing over the vehicle to the purchasing, transferring, gifting organization or individual."

For Article 19 "Cases where the vehicle registration certificate and license plates must be revoked" of Circular 64, Clause 8 has been added as follows: "Vehicles registered with blue plates, white letters and numbers; vehicles with 80-number series white plates, black letters and numbers when there is a decision to transfer, sell, gift, or give."

Thus, all blue-plate vehicles, 80-number series white-plate vehicles must revoke and submit the registration and license plates before handing over the vehicle to the purchasing, transferring, or gifting organization or individual in accordance with the regulations.

Circular 64/2017/TT-BCA is effective from February 12, 2018, amending and supplementing several articles of Circular 15/2014/TT-BCA.
