Recently, the Ministry of National Defense issued Circular 24/2018/TT-BQP amending and supplementing several provisions of Circular 17/2016/TT-BQP and Circular 42/2017/TT-BQP detailing regulations and providing guidance on the recruitment process for Military schools.
According to the new regulations, the preliminary health examination for candidates applying to Military schools is organized as follows:
1. For Candidates Who Are Military Personnel
- Preliminary health examination is conducted at Military hospitals within the unit's registration area; in cases where the unit is far from Military hospitals, the preliminary health examination is conducted at the health examination council of units from the regiment level upwards, ensuring quality according to regulations; for units far from the regiment level, stationed in remote, border, or island areas without conditions for preliminary health examination at affiliated units, preliminary health examination is permitted at the district-level military service health examination council of the stationing area;- In cases requiring specialized examinations or tests, these are assigned by the examining physician and conducted at Military hospitals;- Military personnel candidates are not required to pay any fees for the health examination;- If admitted, in addition to the health certificate, the admission dossier must include a complete health record monitored and managed by units during service.
2. For Candidates Who Are Civilians Outside the Military
- Preliminary health examination is conducted by the district-level military service health examination council: Clinical examination and health conclusion according to 8 criteria specified in Joint Circular 16/2016/TTLT-BYT-BQP;- If admitted: In addition to the health certificate, the admission dossier must include all tests (conducted at district-level medical centers or higher) such as: straight chest X-ray; ECG; HIV and drug tests; liver function blood tests (SGOT, SGPT), renal function tests (Urea, Creatinine); urine tests (Protein, Glucose) and general abdominal ultrasound.
3. Annually, units and localities organize health examinations for candidates registering for two sessions:
- Session 1: In the 4th week of March;- Session 2: In the 2nd week of April.
When the Ministry of Education and Training adjusts the enrollment schedule, the Military Enrollment Committee of the Ministry of National Defense will guide units and localities on the time for organizing health examinations for candidates.
Circular 24/2018/TT-BQP effective from April 15, 2018.
