New Regulations on Authority in the State Secrets Protection Work

Circular 04/2015/TT-TTCP stipulates the authority to decide the printing, copying, photographing, and destruction of documents and materials containing state secrets; the provision of information, documents, and materials containing state secrets to agencies, units, and Vietnamese citizens includes:

- Inspector General of the Government of Vietnam approves the printing, copying, photographing, and provision of information, documents, and materials containing state secrets of "Top Secret" and "Confidential" levels;- Chief of Office of the Government Inspectorate of Vietnam, Chief Inspector of ministries, Chief Inspector of provinces approve the printing, copying, photographing, and provision of information, documents, and materials containing state secrets of the "Secret" level;- Heads of departments, units under the Government Inspectorate of Vietnam, authorized by the Inspector General of the Government of Vietnam, Chief Inspector of ministries, and Chief Inspector of provinces decide on the destruction of documents and materials containing state secrets;- Persons authorized under Point b, Point c Clause 1 of this Article are not allowed to re-authorize others.

And the authority to provide information, documents, and materials containing state secrets to foreign agencies, organizations, and individuals includes:

- State secrets of the "Top Secret" level are approved by the Prime Minister of the Government of Vietnam;- State secrets of the "Confidential" level are approved by the Minister of Public Security;- State secrets of the "Secret" level are approved by the Inspector General of the Government of Vietnam.
