Recently, the Ministry of Education and Training has promulgated Circular 14/2018/TT-BGDDT to replace Circular 14/2011/TT-BGDDT which issued the regulations on standards for principals of general education institutions.
According to Circular 14, the process of evaluation and classification of assessment results according to the standards for principals is carried out as follows:
1. Evaluation Process
- The principal self-assesses according to the principal standards;- The school organizes the collection of opinions from teachers and staff regarding the principal according to the principal standards;- The head of the directly managing agency performs the evaluation and announces the evaluation results of the principal based on the principal's self-assessment results, the opinions of teachers and staff, and the practical implementation of the principal's duties through appropriate, verifiable evidence.
2. Classification of Evaluation Results
- Meeting the principal standards at a good level: all criteria meet at least a fairly level or above, with at least 2/3 of the criteria meeting the good level, including criteria 1, 2, 4, 5, 6, 8, 10, 12, 13, and 14 meeting the good level;- Meeting the principal standards at a fairly level: all criteria meet at least a satisfactory level or above, with at least 2/3 of the criteria meeting the fairly level or above, including criteria 1, 2, 4, 5, 6, 8, 10, 12, 13, and 14 meeting the fairly level or above;- Meeting the principal standards: at least 2/3 of the criteria meet at least the satisfactory level, including criteria 1, 2, 4, 5, 6, 8, 10, 12, 13, and 14 meeting the satisfactory level or above;- Not meeting the principal standards: more than 1/3 of the criteria are assessed as not met or at least one of the criteria 1, 2, 4, 5, 6, 8, 10, 12, 13, and 14 is assessed as not met.
