Recently, Circular 24/2018/TT-BQP was issued by the Ministry of Finance on March 10, 2018, amending and supplementing certain articles of Circular 17/2016/TT-BQP and Circular 42/2017/TT-BQP detailing regulations and providing guidance on the recruitment process for military schools.
According to the new regulations, the medical examination for students admitted to military schools is carried out as follows:
1. Organize medical examinations for admitted students within the first week of school entry. The medical examinations will be conducted by the Military Medical Examination Council of military hospitals as assigned by the Military Medical Department.
2. The content and process of examination and classification of health status shall be carried out in accordance with Clause 2 and Clause 3 of Article 7 Joint Circular 16/2016/TTLT-BYT-BQP and include necessary clinical tests such as: blood formula test, blood group, liver function (SGOT, SGPT), kidney function (Ure, Creatinine), blood glucose, 10-parameter urine test, electrocardiogram (ECG), general ultrasound, chest X-ray, HIV screening tests, and drug tests. If necessary, additional diagnostic techniques or other clinical tests can be conducted to accurately conclude the health classification.
3. The Director of the Military Medical Department provides detailed guidance on health examinations and HIV and drug tests for new students entering the school.
4. Health conclusions:
- Within 15 days from the date the students enroll, schools must notify the students of the health classification results and carry out the procedures to send back to their localities those students who do not meet health standards.- Within 15 days from the date the students receive the decision to return to their localities due to failing health standards, if there are any complaints, the students must submit an application to the school's Admissions Council. The school’s Admissions Council will compile a list and request the Medical Examination Council of the Ministry of National Defense to organize a health re-examination.- The Medical Examination Council of Military Hospital 103 under the Military Medical Academy is responsible for examining students whose permanent residence is from Thua Thien Hue northwards, and the Medical Examination Council of Military Hospital 175 is responsible for examining students whose permanent residence is from Da Nang southwards. Within 15 days from the date of receiving the proposal from the school's Admissions Council, the Medical Examination Councils of the hospitals must complete the health re-examinations for the students, notify the schools of the medical examination conclusions, and report the results to the Military Medical Department of the Ministry of National Defense.- The Military Medical Department of the Ministry of National Defense directs the Medical Examination Councils of Military Hospital 103 under the Military Medical Academy and the Medical Examination Council of Military Hospital 175 to organize health examinations for the students, consolidate the examination results, and propose, and report to the Military Admissions Committee of the Ministry of National Defense.
