On February 26, 2025, the Minister of Finance issued Decision 391/QD-BTC specifying the functions, duties, powers, and organizational structure of Vietnam Social Security under the Ministry of Finance.
Regarding its position and functions, Vietnam Social Security is a specific unit under the Ministry of Finance, responsible for implementing social insurance, health insurance policies; organizing the collection and disbursement of unemployment insurance benefits; managing and utilizing state financial funds outside the budget: social insurance, unemployment insurance, health insurance; conducting specialized inspections on the payment of social insurance, unemployment insurance, health insurance according to legal regulations. It participates with competent state agencies in drafting, supplementing, and improving policies and legislation on social insurance, unemployment insurance, and health insurance.
Vietnam Social Security's international transaction name in English is Vietnam Social Security, abbreviated as VSS.
Vietnam Social Security holds legal entity status, a seal with the national emblem, and is allowed to open accounts at commercial banks and the State Treasury, with its headquarters located in Hanoi.
The organizational structure of Vietnam Social Security is organized from central to local levels following a three-tier system:
- Vietnam Social Security: includes 14 advisory units at the central level
(1) Social Insurance Policy Implementation Committee.
(2) Health Insurance Policy Implementation Committee.
(3) Contribution Management and Participant Development Committee.
(4) Fund Investment Management Committee.
(5) Internal Audit Committee.
(6) Legal Committee.
(7) Finance - Accounting Committee.
(8) Personnel Organization Committee.
(9) Participant Communication and Support Committee.
(10) Vietnam Social Security Inspectorate.
(11) Vietnam Social Security Office.
(12) Information Technology and Digital Transformation Center.
(13) Archives Center.
(14) Social Insurance, Electronic Health Insurance Payment Control Center.
The organizations specified from point (1) to point (11) are specialized units assisting the Director of Vietnam Social Security; those specified from point (12) to point (14) are public service providers under its direction; those from point (10) to point (14) have legal status, a seal, and separate accounts as per legal regulations.
The Social Insurance Policy Implementation Committee and Internal Audit Committee have 4 departments each; the Health Insurance Policy Implementation Committee, Personnel Organization Committee, and Vietnam Social Security Inspectorate have 5 departments each; the Contribution Management and Participant Development Committee, Participant Communication and Support Committee have 6 departments each; the Finance - Accounting Committee and Vietnam Social Security Office have 7 departments each; the Archives Center has 3 offices; the Social Insurance, Electronic Health Insurance Payment Control Center has 5 offices ; the Information Technology and Digital Transformation Center has 6 offices.
- Regional Social Insurance under Vietnam Social Security is organized into 35 regions.
The names, headquarters, and management areas of each Regional Social Insurance are detailed in the appendix attached to Decision 391/QD-BTC. Regional Social Insurance holds legal entity status, a seal, and separate accounts as per legal regulations. Each Regional Social Insurance is organized to average no more than 10 advisory offices.
- District Social Insurance (including districts, district-level towns, provincial cities, centrally-managed cities, and Inter-district Social Insurance, collectively referred to as District-level Social Insurance) under Regional Social Insurance.
District-level Social Insurance holds legal entity status, a seal, and separate accounts according to legal regulations.
The number of District-level Social Insurance units shall not exceed 350. District-level Social Insurance does not organize internal structures.
- The Director of Vietnam Social Security is responsible for:
+ Proposing to the Minister of Finance the regulations on functions, duties, powers, and organizational structure of the Regional Social Insurance and public service providers under Vietnam Social Security;
+ Specifying the functions, duties, powers, and organizational structure of Committees, Inspectorates, and Offices under Vietnam Social Security.
Decision 391/QD-BTC is effective from March 1, 2025.
