Recently, the Minister of Construction of Vietnam has issued Circular No. 17/2019/TT-BXD as a manual for quantity takeoff for construction works.
According to Circular No. 17/2019/TT-BXD of the Ministry of Construction of Vietnam, taking off the quantity in ratio to the size, output or service capacity of a construction work shall serve the purpose of making the preliminary calculation or estimate of total investment or total construction investment according to the construction investment rate-based calculation method.
Specifically, taking off quantities in proportion to the building floor area of a civil or industrial construction work shall be conducted as follows:
- The quantity in ratio to the floor area is the total building area of all floors of a construction work, including basement, semi-basement, technical floor, attic and garrett (if any). The building area ofa floor includes the surrounding walls (or the internal portions of shared walls) and the ground area of loggias, balconies, stairs, lift wells, technical utility boxes, chimneys.
- Descriptive information, including the height of the building (height of each floor or height of the whole building), the number of floors (including superficial floors and basements), structural properties, main materials used, special foundation reinforcement and other information related to costing activities (if any), should be recorded in the detailed or breakdown bill of quantities.
Quantity takeoff in ratio to the area of traffic bridges is guided as follows:
- Quantity in ratio to the area of a road bridge shall be taken off in proportion to the width of the bridge between the outermost of handrails and the length of the bridge stretching to the abutment end dam.
- Descriptive information, including type of bridge, type of bridge girder, bridge width, span length, type of pile, length of foundation pile and other information related to cost calculation (if any), should be included in the detailed or breakdown bill of quantities.
Besides, for works already included in the investment portfolio promulgated by competent authorities, the units of measurement used for quantity takeoff must comply with the corresponding units used in the investment book of record already in circulation. When taking off the quantity in ratio to the designed output, technical specifications or service capacity of a construction work, descriptive information should clarify the properties, characteristics and types of materials used as specified in the basic design and other necessary requirements.
