On August 21, 2017, the Ministry of Labor, War Invalids, and Social Affairs issued Circular 24/2017/TT-BLDTBXH amending and supplementing a number of articles of Circular 45/2015/TT-BLDTBXH providing guidelines for the implementation of certain articles regarding the National Fund for Employment.

Circular 24 has amended and supplemented the loan application documents to support job creation, job maintenance, and job expansion for employees, specifically, the new documents are as follows:

1. Loan application form.

2. A copy of documents proving that the employee belongs to the priority group as stipulated at Point b, Clause 2, Article 12 of the Employment Law, as guided below:

- For ethnic minorities living in areas with particularly difficult socio-economic conditions, a copy of the identity card, passport, household registration book, or temporary residence book;- For disabled persons, a copy of the disability certificate issued by the People's Committee of the commune, ward, or commune-level town.
