Official telegram from the Prime Minister on managing extra teaching and learning activities

On February 07, 2025, the Prime Minister issued Official Telegram 10/CD-TTg to enhance the directive on secondary school admissions, high school admissions, and the management of extra teaching and tutoring activities.

In it, the Prime Minister assigned the Chairpersons of the People's Committees of the provinces and cities to direct local general education institutions to strictly comply with regulations on extra teaching and tutoring; rigorously handle violations. Promptly identify, commend, and widely promote the exemplary dedication of groups and individuals committed to students. Appropriately support schools financially to contribute to enhancing educational quality.

Simultaneously, the Minister of Education and Training is tasked with directing and urging localities to guide schools and general education institutions to strictly implement regulations on secondary school and high school admissions; regulations on extra teaching and tutoring issued by the Ministry of Education and Training.

Strengthen information dissemination, inspection, monitoring, and supervision of the implementation of admissions regulations for secondary and high schools; regulations on extra teaching and tutoring; require strict handling and public disclosure of violations as per the regulations.

Proactively and regularly review, capture information to promptly amend, supplement, and complete secondary and high school admissions regulations; regulations on extra teaching and tutoring, ensuring they are practical and meet new situation requirements.

HCMC implements Circular 29 on extra teaching and tutoring

The HCMC People's Committee issued Official Dispatch 736/UBND-VX on the implementation of Circular 29/2024/TT-BGDDT concerning regulations on extra teaching and tutoring.

The HCMC People's Committee tasked the Department of Education and Training with leading and cooperating with related agencies to advise the City People's Committee on implementing regulations on extra teaching and tutoring in Ho Chi Minh City. Guide and organize the implementation of regulations on extra teaching and tutoring for schools, organizations, and individuals under management within the city.

Organize or cooperate with related agencies to inspect, examine extra teaching and tutoring activities within the management domain; handle according to authority or propose competent authorities to handle violations.

The HCMC People's Committee entrusts the Chairman of the People's Committee of Thu Duc City and districts to manage extra teaching and tutoring activities locally. Direct the Department of Education and Training to guide, organize or cooperate with related agencies to inspect extra teaching and tutoring activities within the management domain; handle according to authority or propose competent authorities to handle violations.

What is extra teaching and tutoring in Vietnam?

According to Article 2 of Circular 29/2024/TT-BGDDT, some terms related to extra teaching and tutoring are explained as follows:

1. Extra teaching and tutoring are additional teaching and learning activities beyond the stipulated hours in the educational plan for subjects and educational activities (referred to collectively as subjects) in the general education program, continuous education program at the secondary level, and continuous education program at the high school level as issued by the Minister of Education and Training.

2. Extra teaching and tutoring within the school are activities undertaken by general education institutions, continuous education institutions, and other institutions implementing the general education program, continuous education program at the secondary and high school levels (hereinafter referred to as schools).

3. Extra teaching and tutoring outside the school are activities not organized by schools as specified in Clause 2 of this Article.
