Circular 04/2017/TT-BTNMT was issued by the Ministry of Natural Resources and Environment on April 03, 2017, specifying methods for establishing norms in the natural resources and environment sector.
Circular 04 stipulates that organizations and individuals, depending on specific economic-technical characteristics, may decide to simultaneously apply one or multiple suitable methods as follows:
- Statistical and Synthetic Method: This method establishes norms based on collected data (surveys, photography, timekeeping, and similar methods) on labor time expenditure, material consumption, and the time of using various types of tools and equipment in practice to complete the necessary work and product norms.- Comparative Method: This method establishes norms based on the levels of equivalent work and products that have been realized in practice.- Experiential Method: This method establishes norms based on the accumulated experience of standard-setting officials or technical workers.- Analytical Method: This method establishes norms based on analyzing the complexity of work stages, time of execution, qualifications of the personnel involved, technological proficiency, and working conditions to calculate labor norms for each specific stage of a workflow. (This includes: survey analysis, computational analysis).- Standard Method: This method is based on state standards and regulations on labor time and rest policies to establish labor norms for each task.
