Management and Use of Maritime Fees and Charges

This is the basic content stipulated in Circular 17/2017/TT-BTC guiding the collection, payment, management, and use of maritime fees and charges issued on February 28, 2017. To be specific::

  1. The Maritime Port Authorities are responsible for submitting 100% (one hundred percent) of the total collected port entry and exit fees to the central budget according to the chapter, item, and sub-item of the State Budget Index.

  2. The Maritime Port Authorities are allowed to retain 57% of the collected fees to cover expenses in accordance with Clause 3 of this Article, including the specific costs of the Vietnam Maritime Administration as decided by the Prime Minister of the Government of Vietnam, and to submit 43% of the collected fees to the central budget according to the chapter, item, and sub-item of the State Budget Index.

  3. The retained fees shall be managed and used according to the provisions of Article 5 of Decree 120/2016/ND-CP; which includes the following expenditure items:

    - Regular related expenditures for performing tasks, services, and fee collection of the Maritime Port Authorities: Training allowances for professional skills improvement; labor protection or uniforms according to prescribed policies; routine maintenance and operation expenses to support the activities of the supervision system, and control of vessels ensuring maritime safety on the maritime channels (VTS system); operational expenses for administrative reform activities at seaports under the responsibility of the Maritime Port Authorities.

    - Non-routine expenditures of the Maritime Port Authorities: Maintenance, repair, and servicing of the VTS system and equipment to ensure maritime safety and security of the maritime port authority in seaport areas; rental expenses for headquarters, Maritime Port Authority representatives, canoe docks, public service vessel docks (if any); expenses for search and rescue activities for people, cargo, and vessels in accidents; expenses related to handling tasks to prevent environmental pollution in seaport waters.

    - Specific expenditures of the Vietnam Maritime Administration according to Decision 46/2013/QD-TTg regarding the pilot application of certain specific spending policies of the Vietnam Maritime Administration.
