Location, Scale, and Facilities of Preschool from July 11, 2020

Recently, the Ministry of Education and Training has issued Circular 13/2020/TT-BGDDT regulating the standards of facilities for kindergartens, primary schools, lower secondary schools, upper secondary schools, and multi-level schools.

Location, scale, and area of preschool facilities are stipulated in Article 5 Circular 13/2020/TT-BGDDT, as follows:

Firstly, requirements for the location of schools and school points

- Suitable with the local education development plan;

- The surrounding environment ensures safety for children, staff, teachers, and employees;

- Convenient transportation connection for child pick-up and drop-off; meeting the requirements for fire and explosion prevention.

Secondly, scale

- A preschool has a minimum scale of 09 groups/classes and a maximum of 20 groups/classes. For schools in difficult communes, the minimum scale is 05 groups/classes;

- Based on local conditions, school points can be arranged in different areas to facilitate children attending school. A maximum of 05 school points; for schools in difficult communes, depending on actual conditions, a maximum of 08 school points can be arranged.

Thirdly, the area of land for constructing schools and school points is determined based on the number of groups/classes, and children with a minimum average of 12m2 per child; in urban mountainous areas and central urban areas with limited land, the minimum average is 10m2 per child.

Fourthly, the area norm for constructing various facility categories

- The administrative management block is carried out according to current regulations;

- The blocks: nutrition, care, and education rooms for children; dining rooms; auxiliary rooms are detailed in Appendix I attached.

Fifthly, the directly serving facility categories for the care, nurturing, and education of children shall be no higher than 03 floors; ensuring conditions for disabled children to access and use.
