Recently, Circular 24/2019/TT-BYT was issued by the Ministry of Health, stipulating the management and use of food additives.
Issued together with Circular 24/2019/TT-BYT are the lists of food additives allowed for use and the maximum usage levels in food. Specifically, as follows:

- The list of food additives allowed for use in food in Appendix 1.- The maximum usage levels of food additives in food in Appendix 2A and Appendix 2B.- The list of food additives and food items using them according to GMP in Appendix 3.- Flavouring agents used in food include the flavouring agents evaluated and determined as safe by JECFA, with their intended intake levels or acceptable daily intake (ADI). These flavouring agents must meet the corresponding technical requirements for identification and purity; comply with the regulations in the National Standard TCVN 6417:2010 Guidelines on the use of flavouring agents and specific regulations of this Circular.
According to Circular 24, the establishment of the list of food additives allowed for use is based on the following principles:
- Ensure the safety of human health.- Harmonize with international standards and regulations on the management and use of food additives.- Update according to the risk management recommendations on food additives from competent authorities in Vietnam, CAC, JECFA, and abroad.
CAC is the acronym of Codex Alimentarius Commission, the International Food Standards Commission. JECFA is the acronym of the Joint FAO/WHO Expert Committee on Food Additives.
