This is the notable content of Circular 64/2017/TT-BCA amending and supplementing certain provisions of Circular 15/2014/TT-BCA regulating vehicle registration.
According to Circular 64, the vehicle owner must recover and submit the registration and license plates to the vehicle registration authority for vehicles with blue background plates and white letters and numbers; vehicles with white background plates, black letters, and numbers with 80 sign being transferred, sold, gifted, or given.
Additionally, the vehicle owner also has the following responsibilities:
- Strictly comply with the legal provisions on vehicle registration; be responsible for the legality of the vehicle and the registration dossier; bring the vehicle to the vehicle registration authority for inspection, and pay the registration fee for the issuance of license plates.- Within 30 days from the date of issuing documents for the transfer of vehicle ownership, the organization or individual who purchases, receives the transferred vehicle, or receives the vehicle as a gift or donation must come to the vehicle registration authority to complete the procedures for name registration and vehicle transfer.- Any act of falsifying documents, scrubbing out engine numbers, or chassis numbers for vehicle registration is strictly prohibited.
