KT1 Correspondence Delivered by Specialized Postal Vehicle

This is one of the principles on ensuring the safety of the postal network serving in government agencies as stipulated in Circular 16/2017/TT-BTTTT issued by the Ministry of Information and Communications on June 23, 2017.

Circular 16 stipulates that the postal network managed and operated directly by the Central Post Department is equipped with specialized equipment for inspection, ensuring security and safety, and is staffed with dedicated security personnel.

The public postal network, when providing KT1 postal services, must meet the following requirements:

- At the Central Post Office of a province or a centrally-run city, a post office must be established to operate KT1 postal services;- At the Central Post Office of a district, district-level town, city of a province, or city of a centrally-run city, a separate area must be designated for KT1 postal services;- Designate workers responsible for the provision of KT1 postal services.

The facility operating KT1 postal services must have internal regulations and tightly control access to this area.

Additionally, Circular 16 also stipulates that KT1 mail items are transported and delivered using specialized postal vehicles. In cases where other means of transportation are necessary, the service provider must appoint personnel to accompany the KT1 mail item bags and boxes throughout the transportation process.

KT1 mail bags must be made of durable, fire-resistant, and water-resistant materials. KT1 mail boxes must be made of fire-resistant and shatterproof materials. KT1 mail bags and boxes must be sealed or locked during transportation and must be equipped with tracking when transporting Top Secret KT1 mail items and other KT1 mail items as required by the Central Office of the Communist Party, the Office of the President, the Office of the National Assembly, and the Office of the Government of Vietnam.

Specialized postal delivery vehicles for KT1 mail items must have compartments made of fire-resistant, water-resistant, shatterproof materials and must be equipped with locks.

Note that if it is necessary to transport and deliver KT1 mail items containing state secrets, the Central Post Department should proactively arrange security personnel or cooperate with public security agencies to assign dedicated security forces.

The computer network system and application software used for providing KT1 postal services must ensure information security and safety.
