According to Resolution 08/2008/NQ-HDND, which regulates the key socio-economic tasks in 2009 for the People's Council of District 11 in Vietnam, as follows:
- Continue to implement solutions aimed at contributing to curbing inflation and maintaining economic growth.- Complete the adjustment of the general and detailed planning for the remaining ward clusters, approve the detailed planning of the 5.8ha Dam Sen area, Ly Thuong Kiet apartment area, etc.
- Focus on leadership, mobilize the strength of the entire political system, and exploit all social resources to create a strong transformation in the implementation of key projects identified in the urban development and management program.
- Continue to carry out the "Year of implementing civilized urban living" combined with promoting the movement to build a cultural life in residential areas, etc.
- Sustainably maintain the results of universal secondary education in the district, and take measures to support Ward 6 in completing universal secondary education.
- Continue to implement the proposal for the City's Poverty Reduction, Enhanced Well-being Program for the period 2009 - 2015, etc.
- Effectively perform primary healthcare; enhance food safety and hygiene measures.
- Improve the quality and efficiency of judicial agencies; promote the mass movement to protect national security, etc.
- Continue to promote administrative reforms, improve the quality of activities under the "One-stop" mechanism in the People's Committee of District and the People's Committees of 16 wards, etc.
- Promote the patriotic emulation movement and practical activities to celebrate major holidays in the year.
