On May 20, 2024, the Minister of Science and Technology issued Decision No. 1006/QD-BKHCN regarding the Investigation into the Scientific and Technological Capabilities of Scientific and Technological Organizations in 2024.

Investigation into the Scientific and Technological Capabilities of Scientific and Technological Organizations in Vietnam in 2024

The Ministry of Science and Technology of Vietnam has proposed a plan for the Investigation into the Scientific and Technological Capabilities of Scientific and Technological Organizations in 2024 as follows:

(1) Scope of Investigation

- All units under the specified target nationwide.

- Scope of fields: All fields according to the Research Field Classification Table issued in conjunction with Decision No. 12/2008/QD-BKHCN:

+ Natural sciences;

+ Engineering and technology sciences;

+ Medical and pharmaceutical sciences;

+ Agricultural sciences;

+ Social sciences;

+ Humanities.

(2) Subjects of the Investigation

The subjects of the Investigation into Scientific and Technological Capabilities include:

- The R&D organizations (academies, research institutes/centers, laboratories, research stations, observational stations, testing stations, and other R&D facilities);

- Higher education institutions including universities, colleges, academies (research institutes and centers under a university are considered university units);

- Scientific and technological service organizations (centers, offices, laboratories, etc. relating to: information, libraries; Science and Technology museums; scientific translations, editing, publications; regular basic investigations; social statistics and surveys; quality standards measurement; Science and Technology counseling; intellectual property; technology transfer; etc.). The investigation is conducted only if the unit has a Science and Technology Operation Registration Certificate.

Scientific and technological organizations operating in defense and security sectors are not the subjects of this investigation.

(3) Investigation Time and Duration

- The start date of the investigation is July 1, 2024. The data collection date for indicator-based information is December 31, 2023.

- Investigation period: The indicators based on the period are collected within one year, from January 1, 2023, to December 31, 2023.

- The information collection period is 31 days from July 1, 2024, to July 31, 2024.

(4) Contents of the Investigation

The investigation focuses on serving the indicators:

Indicators within the national statistical indicator system issued along with the Law Amending and Supplementing a Number of Articles and Appendices of the National Statistical Indicator List of the Statistics Law dated November 12, 2021:

- Indicator 1401: Number of scientific and technological organizations;

- Indicator 1402: Number of individuals in scientific and technological organizations;

Indicators within the sectoral scientific and technological statistical indicator system issued along with Circular No. 03/2018/TT-BKHCN:

- Indicator 0101: Fixed asset value of scientific and technological organizations;

- Indicator 0102: The area of land and working headquarters of scientific and technological organizations;

- Indicator 0301: National total expenditure for scientific and technological activities;

- Indicator 0302: Expenditure for scientific and technological activities.

The content of the investigation includes the following sections:

- General information group about the unit

+ Name of the unit, address;

+ Economic type;

+ Organization type;

+ Establishment authority;

+ Direct management organization;

+ Main supervisory agency;

+ Main fields of the unit’s scientific and technological activities;

- Human resources information group

+ Total workforce of the unit;

+ Qualified workforce (from college level upward).

- Financial resource information group

+ Total revenue of the unit;

+ Total expenditure of the unit;

+ Expenditure for scientific and technological activities by funding source;

+ Expenditure for scientific and technological activities by spending type.

- Infrastructure and other potential information group

+ Headquarters, land, workshops;

+ Remaining value of fixed assets;

+ Scientific and technological information resources;

+ Intellectual property assets;

+ Major laboratory equipment.

(5) Investigation Methods

Using two methods: direct and indirect investigation to collect information from the investigated units.

- Direct method: Investigator directly goes to the investigated units to meet appointed officers of the units, introducing the purpose, significance, content, and collaborating with the unit’s officers to collect, calculate data, and fill out investigation forms. This method applies to the majority of investigated units.

- Indirect method: Organize training conferences to introduce the purpose, significance, content, and way to fill out the forms and require the investigated units to send the forms back to the investigation agency according to the content and time specified in the Investigation Plan. This method applies when investigators find it difficult to approach the investigated units.

Additionally, this year’s investigation will pilot applying information technology to collect information from certain investigated units. The units will self-provide information on the National Agency for Science and Technology Information's website: Each unit will be provided with an account and password to log in and self-provide data into the webform (online investigation form) on the website from July 1, 2024.

To facilitate the direct investigation, investigators need to be selected who have experience in statistical investigation.
