On May 8, 2013, the Ministry of Education and Training of Vietnam issued Circular 17/2013/TT-BGDDT concerning the framework program for intermediate-level professional education in the following groups of industries: Food and Beverage Processing; Textile, Fabric, Footwear, and Leather Production and Processing; Other Production and Processing.

Circular 17/2013/TT-BGDDT stipulates the framework curriculum for the intermediate professional level training in Food Quality Testing Engineering Technology. This program is designed to train qualified technicians at the intermediate professional level who possess fundamental knowledge and skills in food quality testing, uphold ethical and professional standards, cooperate well with colleagues, respect laws and workplace regulations, and maintain health to ensure employability. Graduates will have capabilities to advance their education and meet the economic-social development demands. Post-graduation, learners will be able to:
- Describe basic analytical methods and sensory, physical-chemical, and microbiological indices to assess food quality.
- Outline fundamental content on microbiological inspection, food safety, and sensory analysis of food.
- Explain the principles, structure, features, and functions of certain laboratory equipment and instruments.
- Acquire basic legal knowledge to comprehend Communist Party's and State’s policies and further understand laws related to professional activities.
- Apply knowledge of natural sciences, social sciences, foreign languages, and information technology to gain specialized knowledge and self-study for further education.
- Identify tasks related to laboratory management, labor safety, and food hygiene safety.
- Understand quality management systems and some food production processes.
