Inspection and processing of electronic reporting forms of credit institutions in Vietnam

On January 01, 2017, Circular 35/2015/TT-NHNN was issued by the State Bank of Vietnam, stipulating policies on statistical reporting applicable to credit institutions and branches of foreign banks, came into effect.

Article 12 of Circular 35/2015/TT-NHNN stipulates the procedures for reviewing, processing, and approving electronic reporting forms for credit institutions and branches of foreign banks as follows:

- At the Department of Information Technology:

- Immediately after receiving electronic reporting forms as per the reporting deadlines stipulated in Clauses 2 and 3, Article 11 of Circular 35/2015/TT-NHNN, the Department of Information Technology checks the name, data file structure, and completeness of the electronic reporting forms transmitted by the head office of the credit institution through the reporting system. If a name or data file structure is incorrect, or if the electronic reporting forms or reports from the branches of the credit institution transmitted are incomplete, the Department of Information Technology must notify the head office of the credit institution and the State Bank branches in provinces and cities (for People's Credit Funds that have not yet met the network transmission conditions with the Department of Information Technology) through the reporting system to submit the complete report to the State Bank;

- Immediately after receiving the review results from units of the State Bank, the Department of Information Technology promptly notifies the head office of the credit institution through the reporting system for processing and retransmitting accurate data to the Department of Information Technology;

- Immediately after receiving the retransmitted electronic reporting forms from the head office of the credit institution, the Department of Information Technology notifies the reporting units to promptly update the data;

- After 10 working days from the reporting deadline stipulated in Points c, d, dd, e, g, Clause 2 and Clause 3, Article 11 of Circular 35/2015/TT-NHNN, the Department of Information Technology automatically locks the reporting system.

- At units of the State Bank (excluding the Department of Information Technology):

- Within 5 working days from the reporting deadline stipulated in Points c, d, dd, e, g, Clause 2 and Clause 3, Article 11 of Circular 35/2015/TT-NHNN, the units receiving reports check the reasonableness of the report data within their oversight responsibilities. If errors are found, the units receiving reports send the review results of the report data through the reporting system to the reporting unit to notify the reporting unit to retransmit the accurate data;

- Within 12 working days from the reporting deadline stipulated in Points c, d, dd, e, g, Clause 2 and Clause 3, Article 11 of Circular 35/2015/TT-NHNN, units receiving reports process and review all report forms under their responsibility to update into the State Bank's common data warehouse;

- After 2 working days from the date of automatic reporting system lock by the Department of Information Technology as stipulated in Point d, Clause 1 of this Article, the Departments, Bureaus, and Banking Supervision and Inspection Agency consider and execute the reopening of the reporting system for credit institutions to resend the correct reports;

- In cases where the review, approval deadlines differ from the regulations mentioned above, units shall follow the specific regulations on the report forms in Part 3, Appendix 1 attached to Circular 35/2015/TT-NHNN.

- At credit institutions:

Within 5 working days from the date of receiving the e-review notification, the head office of the credit institution must retransmit fully, promptly, and accurately the report data along with explanations for the transmitted report data to the Department of Information Technology for the units of the State Bank to utilize.
