Implementation and Organization of Emulation Movement Based on What Contents?

According to Circular 12/2019/TT-BNV, the head of the agency, organization, or unit is responsible for organizing emulation movements within their management scope based on the following contents:

- Organize emulation movements associated with the political tasks of the agency, unit, or organization. The emulation movement must have a theme, an easily remembered and understood name, specific, practical targets, contents, plans, and methods suitable for the conditions and participation capabilities of the collective and individuals.- Implement various measures to propagate and mobilize officials, public employees, and workers to participate. Regularly urge and monitor the implementation process; pay attention to leading examples, guidance, and inspection for long-term emulation movements; discover new factors and exemplary models for propaganda, commendation, and dissemination. Summarize and commend collectives and individuals with achievements in the emulation movement. Enhance the dissemination of initiatives, experiences, and effective methods for others to learn.- Summarize the emulation movement to accurately assess the results, effectiveness, and impact; existing issues, limitations, and their causes; and draw lessons learned in organizing emulation movements. Conduct democratic, objective, and transparent evaluations and promptly recognize and reward exemplary collectives and outstanding individuals.
