Based on Article 31 of Resolution 102/2015/QH13 dated November 24, 2015 of the National Assembly promulgating the Internal Rules of the National Assembly session, the procedure for electing the President shall be carried out as follows:

The Standing Committee of the National Assembly shall submit a list of nominees for the National Assembly to elect the President;
In addition to the list recommended by the Standing Committee of the National Assembly, National Assembly deputies have the right to propose additional candidates or self-nominate for the position of President; the nominee has the right to withdraw from the list of candidates;
National Assembly deputies discuss in their respective delegations; The Chair of the National Assembly may hold meetings with the heads of the delegations to discuss related issues;
The Standing Committee of the National Assembly reports to the National Assembly on the results of the discussions within the delegations and explains, incorporates the comments of the deputies; submits to the National Assembly the decision on the list of candidates proposed by deputies or self-nominated;
The National Assembly discusses and votes on the list to elect the President;
The National Assembly establishes a Vote Counting Committee;
The National Assembly elects the President by secret ballot;
The Vote Counting Committee announces the election results and the vote;
The National Assembly discusses and votes to pass the resolution on electing the President;
The President takes the oath.
According to Clause 3, Article 27 of Resolution 102/2015/QH13, in the event of voting for positions within the state apparatus, the candidate who receives more than half of the valid votes in favor compared to the total number of National Assembly deputies and has more votes in favor than the others is elected.
In the event of a tie among multiple candidates for a position, those with equal and more than half of the valid votes in favor compared to the total number of National Assembly deputies shall face a re-vote among those with tied votes.
In the re-vote, the candidate with the most votes in favor is elected; if the re-vote results in another tie, the older candidate is elected.
