Recently, Circular 12/2019/TT-BNV was issued by the Ministry of Home Affairs, providing detailed regulations for the implementation of several articles of Decree 91/2017/ND-CP dated July 31, 2017, by the Government of Vietnam, which specifies the implementation of several articles of the Law on Emulation and Commendation.
The awarding of the Ministry-level and Provincial-level Emulation Flags is detailed in Circular 12/2019/TT-BNV, specifically as follows:

- Ministries, central agencies, departments, and provinces shall, based on the guidance of the Central Emulation and Commendation Board and practical conditions, issue regulations on organizing cluster, block emulation activities accordingly.- Ministries, central agencies, departments, and provinces organizing emulations by clusters or blocks shall consider and decide to award the Ministry-level or Provincial-level Emulation Flags to collectives with outstanding, exemplary achievements leading the cluster or block emulation.
Central ministries, agencies, and departments shall consider and award the Ministry-level Emulation Flag or Certificate of Merit to specialized agencies under provincial jurisdiction when participating in cluster, block emulations organized by central ministries, agencies, and departments.
Provincial People's Committees shall consider and award the Provincial-level Emulation Flag or Certificate of Merit to collectives and individuals affiliated with the ministries, central agencies, departments participating in cluster, block emulations organized by the province.
The awarding of the Government of Vietnam Emulation Flags is carried out according to the provisions of Clause 1, Article 11 of Decree 91/2017/ND-CP. Ministries, departments, and provinces shall not issue Decisions to award Ministry-level or Provincial-level Emulation Flags to collectives meeting the criteria for the nomination of Government of Vietnam Emulation Flags.
