On September 10, 2014, the Government of Vietnam promulgated Decree 85/2014/ND-CP stipulating the forms of orders, medals, badges, commemorative medals; certificates, frames, boxes, flags of commendation forms and titles of emulation; management, issuance, exchange, reissuance, and revocation of commendation items.
Decree 85/2014/ND-CP stipulates the designs of badges and commemorative medals as follows:
- The badges of state honorary titles such as the "National Emulation Soldier" badge, and badges for emulation soldiers at the ministerial, departmental, central sector, province, and city levels under the central government, are composed of two parts: the badge bar and the badge body.
- The design of the emulation soldier badges at the ministerial, departmental, central sector, province, and city levels under the central government must be regulated by the ministries, departments, central agencies of political organizations, socio-political organizations, social organizations, and the provincial People’s Committees. These designs should be suitable and carry meaningful content relevant to each field, profession, and locality; they must be smaller in size than the state honorary title badges and registered with the central state management agency for emulation and commendation before issuance.- The badges for state honorary titles and the "National Emulation Soldier" badge are illustrated in Appendix I attached to this Decree.
- Commemorative medals, badges of ministries, departments, political organizations, socio-political organizations, social organizations, provinces, and cities under the central government.
- The structure of commemorative medals and badges includes only the body.- The design of commemorative medals and badges must be regulated by the ministries, departments, central agencies of political organizations, socio-political organizations, social organizations, and the provincial People’s Committees, ensuring suitability and meaningful content relevant to each field, profession, and locality. These designs must be registered with the central state management agency for emulation and commendation before issuance.

Additionally, the Decree also regulates the designs of orders and medals. Specifically:
- Design of Orders
- According to Article 33 of the Law on Emulation and Commendation of 2003, there are 10 types of orders, including 05 types without ranks and 05 types with ranks. The ranked types are divided into three classes distinguished by the number of stars on the ribbon bar and the order ribbon (First Class has three stars, Second Class has two stars, Third Class has one star).- The structure of orders includes 3 parts: the ribbon bar, the order ribbon, and the order body.
- Design of Medals
- According to Article 53 of the Law on Emulation and Commendation of 2003, there are 04 types of medals, including 01 type with ranks and 03 types without ranks. The ranked type is divided into three classes distinguished by the number of stripes on the medal ribbon (First Class has three stripes, Second Class has two stripes, Third Class has one stripe).- The structure of medals includes 2 parts: the medal ribbon and the medal body.
