Handling Students in Violation of Exam and Test Regulations

This is a notable content in Circular 09/2017/TT-BLDTBXH stipulating the organization and implementation of training programs at the intermediate level and college level according to the annual enrollment system or the accumulation method of modules or credits; regulations on inspection, examination, and recognition of graduation issued on March 13, 2017. Specifically, as follows:

1. Students who take exams on behalf of others, or let others take exams on their behalf will be suspended from studies for one year for the first offense and will be expelled for the second offense; in the case of organizing examination or testing on behalf of others, expulsion will be the consequence for the first offense.

2. Except for the above-mentioned cases, the handling of students' violations during examination sessions or final evaluations of courses, modules, and graduation exams shall be conducted as follows:

- Reprimand and deduct 25% of the test or exam score: applicable to students who are caught looking at another's test or discussing with others during the test or exam once;- Warning and deduct 50% of the test or exam score: applicable to students who violate one of the following:- Have been reprimanded once during the test or exam but continue to violate regulations during that same session;- Exchange test answers or rough papers with others;- Copy another’s test answers; if test answers are found to be identical, they will be treated equally. If the student being penalized has sufficient evidence to prove they were copied from before submitting the test, the principal can consider reducing the discipline from a warning to a reprimand. If the copying occurred after submission, no penalty will be applied;- Suspension from the test and receive a score of 0: applicable to students who violate one of the following offenses:- Have been warned once but continue to violate regulations during the same test or exam session;- Bring unauthorized materials or items into the test room;- Take the test prompt outside of the test room or receive test solutions from outside;- Engage in disruptive behavior, threaten responsible personnel during the exam, or threaten other students;- Scribble or draw on the test answers;- Write test answers on non-standardized paper of the institution;- Submit someone else’s test answers as their own;- Commit acts aimed at influencing, elevating, or altering test results;- If the student is found guilty of violations after the test, they will be disciplined as if they committed the violation during the test.
