Handling of network computer incidents in the People's Army of Vietnam

This is one of the important contents in Circular 58/2015/TT-BQP Regulations on the coordination and incident response activities of computer networks in the Vietnam People's Army, issued on July 08, 2015.

According to Circular 58/2015/TT-BQP, the procedure for handling computer network incidents in Vietnam is stipulated as follows:

1. Incident Notification:

When an agency or unit encounters an incident that cannot be self-resolved, it must notify the incident to one or more members of the network as follows:

- Coordinating agency;

- Network member responsible for incident response for that agency or unit (if any);

In case a serious incident is detected, the agency or unit must immediately notify the coordinating agency.

2. Receiving and Handling Incident Notification

Network members or the coordinating agency receiving the incident notification are responsible for performing tasks as prescribed in Article 9 Circular 58/2015/TT-BQP.

3. Coordination

Coordination activities are conducted as follows:

- The coordinating agency is responsible for organizing coordination according to the correct procedures and regulations on coordinating computer network incident response activities issued by the competent authority.

- Network members are responsible for cooperating and participating in computer network incident response activities and important national information systems as requested by the coordinating agency.

- Agencies and units encountering incidents must cooperate with the coordinating agency and network members during the coordination and incident response process.

4. Incident Response

Network members organize incident response according to the correct procedures and regulations on incident response issued by the competent authority.

After resolving the incident, the participating network members must:

- Review and identify the root cause of the incident;

- Organize a thorough inspection and complete resolution of the incident;

- Ensure the system operates normally before handing over the entire system to the responsible agency or unit.

Upon conclusion of coordination and incident response activities, participating network members are responsible for summarizing the results of incident response activities; organizing experiential lessons on incident resolution deployments; and reporting the results, including recommendations (if any), to the coordinating agency.
