Recently, Circular 09/2015/TT-BTP was unanimously issued by the Minister of Justice, stipulating the decentralization of management for officials and public employees, laborers under the General Department of Civil Judgment Enforcement and civil judgment enforcement agencies.
The management content of officials and public employees, workers under the General Department of Civil Judgment Enforcement and civil judgment enforcement agencies is regulated by Circular 09/2015/TT-BTP as follows:
- Developing strategies, plans, and projects to enhance the team of officials and public employees and workers.- Managing job positions, structure, staffing of officials, the number of public employees, and workers according to legal regulations.- Managing standards for officials and public employees, workers under their management scope.- Recruiting, receiving, and utilizing officials and public employees, and workers within their management authority.- Evaluating, training, and fostering officials and public employees, and workers.- Transferring, rotating, seconding, transferring work, appointing, re-appointing, dismissing, allowing resignation, and relieving from positions.- Appointing ranks, implementing salary policies, allowances, and other remuneration policies for officials and public employees, and workers within their management authority.- Rewarding, disciplining or proposing competent authorities to reward, discipline officials and public employees, and workers in accordance with legal regulations.- Terminating employment, retiring with pension, taking leave, taking unpaid leave, assigning officials and public employees, and workers to work, and permitting them to go abroad for private matters.- ...
