Guideline on the Dossier for Allocation of Telecommunications Codes and Numbers from November 1, 2015

On September 9, 2015, the Ministry of Information and Communications issued Circular 25/2015/TT-BTTTT Regulations on the management and use of the telecommunications number storage.

Allocation of telecommunications codes and numbers (hereinafter referred to as codes and numbers) is the act by which the state telecommunications regulatory agency grants the right to use codes and numbers to agencies, organizations, and enterprises in accordance with the planning, management, and utilization regulations of the number inventory.

According to Circular 25/2015/TT-BTTTT, the application dossier for the allocation of codes and numbers consists of one set, including:

- The application form for the allocation of codes and numbers according to the template in Appendix 2 issued with this Circular;

- A copy of the telecommunications license (for telecommunications enterprises); a certified true copy of the business registration certificate or investment certificate (for other enterprises); a certified true copy of the establishment decision (for agencies and organizations that are not enterprises) in the case of submission by post; or a copy of the telecommunications license (for telecommunications enterprises); a copy of the business registration certificate or investment certificate (for other enterprises); a copy of the establishment decision (for agencies and organizations that are not enterprises) along with the original documents for verification in case of direct submission at the Telecommunications Authority.

Regarding the address for receiving the application dossier and returning the results:

- Agencies, organizations, and enterprises can submit the application dossier directly or by post to the Telecommunications Authority (specific address publicly available on the official website of the Telecommunications Authority: vnta.gov.vn);

- The results of the dossier processing are returned at the place where the dossier was received or by post.

Regarding the time limit and processing procedure of the application dossier: Within 10 working days from the date of receipt of a complete and valid dossier, the Telecommunications Authority will consider issuing the Decision on the allocation of codes and numbers. If not approved, the Telecommunications Authority will provide a written explanation stating the reasons for the refusal.
